Policy Statement 13: State Funded Projects


Budget

A specified budget for each Capital Improvements project is established and approved by a process that variously involves the University of North Carolina General Administration, the State Budget Office, and the Legislature. The University has no authority to make expenditures which exceed the approved budget. Only the Director, Facilities Engineering and Architectural Services as directed by the Associate Vice Chancellor for Administration and Finance - Facilities is authorized to expend funds against a Capital Improvement project. No requisitions or purchase orders will be processed by Purchasing against Capital Improvement accounts without the approval of the Associate Vice Chancellor for Administration and Finance - Facilities or Director, Facilities Engineering and Architectural Services.


Project Changes

No Department can make any request directly to the contractor or designer for any change no matter how minor, even if the proposed change may appear to cost less than the item under contract. All change order requests shall come through the Director, Facilities Engineering and Architectural Services.
