Policy Statement 65: Federal Surplus Property


The State of North Carolina operates a Federal Surplus Property Warehouse in Raleigh for use by State agencies desiring Federal Surplus Property. The warehouse is located at 1950 Old Garner Road. Federal Surplus Property is available to the University at a minimal charge. A wide assortment of supplies and equipment is regularly available, with many items applicative to the needs of University departments.


Authorization to use the surplus facility is obtained from the University Materials Management Department on request. Materials Management prepares a letter which authorizes the using department to use a Federal Surplus Property charge card. Only those items which have a known value to a department and which have relatively immediate application would be purchased. Motor vehicles and office machines may be acquired only after approval by the University's Director of Materials Management.

Use of Items

Items obtained from Federal surplus must be in accordance with instructions on the signed agreement prepared by the Federal Property Agency. Federal Surplus Property may not be acquired for personal use nor can it be disposed of except in accordance with instructions printed on the agreement form. Major equipment items normally have substantial restrictions on use and length of use.

No Purchase Required

A purchase requisition is not necessary prior to purchase by those authorized to make purchases from the Federal Warehouse. Upon receipt of an invoice for purchased Federal Surplus Property, the Materials Management Department will forward the invoice to the department requesting approval and a confirming purchase requisition.
