0 The goal of this study is threefold: 1) Through the employment of a sequential explanatory design, 'portraits' of persons living on the 'economic margins' (referred to as the working poor) will be created and factors/circumstances that serve as barriers in keeping this population vulnerable will be identified, 2) Through survey and analysis of both State and National data, a report highlighting 25 best practices will be composed which reflects themes found from the sequential explanatory study, and 3) Through survey of both State and National sources, a directory will be created that identifies resources available to assist in strengthening community development efforts . This document will serve as a resource for rural residents and community leaders.
