Minutes of the University Curriculum Committee

Meeting of 14 November 2002

2:00, Brewster B-104

In attendance: D. Batie, p. Gares, R. Graziani, T. Hudson, D. Knickerbocker, L. Keane, E. Smith

Excused:  M. Bassman, T. Skalko, R. Mitchelson

I.   The Chair called the meeting to order at 2:00. The minutes and catalogue copy of 24 October were presented for discussion and approval. Batie moved approval, Hudson seconded. They passed unanimously. The Chair announced that Communications had withdrawn its proposals. Under Old Business, he informed the Committee that the Faculty Senate lost a quorum while considering the UCC’s recommendation to retroactively approve the transfer of  courses from the Departments of History, Mathematics and English to the School of Education under new prefixes or as co-listings, and that the matter was thus still pending. He also stated that he had since been informed by faculty of Mathematics and History that they never received a copy of the changes, as apparently intended by the School of Education.

II.  Michelle Hairston of the School of Music presented revisions to MUSC 1415 Woodwind Group and 2315 String Class and banking of MUSC 1405 and 1425 Woodwind Group, 2218 Orchestral Music, 2228 Music of the Theatre, 2305 String Class, 3028 Music Education in Elementary Grades. Graziani moved approval, Batie seconded. The motion passed unanimously.

III. Al Muller presented on behalf of the Department of Curriculum and Instruction English  Education of the School of Education new course ENED 3815, Composition Instruction in Grades 9-12 and the resulting change to B.S. in English-Secondary Education. Gares moved approval, Hudson seconded. The motion passed unanimously.

IV. Elizabeth Layman and Cyrus Whaley presented the following:

A) New Course, HPRO 2501, 2502, 2503, 2504, 2505, Allied Health Practice. Hudson moved approval, Gares seconded. The motion passed unanimously.

B) Revised Course HPRO 4350, Research Design. Gares moved approval, Hudson seconded. The motion passed unanimously.

C) Health Services and Information Management revisions to HIMA 3032, 3090, 4000, 4075  3000, 3113, 3118, 3120, 3142, 3148, 4030, 4138, 4153, 4160, 4165; HIMA deletions, HIMA number deletions, changes in degree requirements for HIMA; new courses HSMA 2000, 3020, 3025, 3030, 3035, 3050, 4010, 4015, 4020, 4025, 4028, 4050, 4055, 4056, 4070, 4075, 4081-2-3, 4903-4-5-6. Questions were raised concerning the change of hours from electives to the core, the disposition of the two positions requested to support the new courses and programs, computer and library support, and when courses would be offered. It was noted that some affected departments had still not sent letters of support, but that Philosophy’s objections to the new professional ethics course had been worked out, and UCC members supplied with copies of the new course proposal and syllabus. Much conversation ensued about Communications’ memo objecting to HSMA 3035, which stated that the course overlapped two COMM courses. It was noted that many of the other course proposals, as well as the next agenda item (New Degree: B.S. in HSMA), were all contingent on the resolution of this matter, as the course appeared frequently as a prerequisite in the former and a requirement in the latter. It was also noted that the new degree would have to go forward to the Office of the President in February, and if not approved at this meeting, there would not be time. The presenters indicated their programs would be willing to return to the former requirement, a COMM course, and delete the new one, if COMM could staff sections for an additional 188 students. The question was raised whether the decision should be made solely on staffing, or whether this course was in fact unique and did not overlap. Possibilities were discussed on  how the question could be resolved rapidly contingent on a resolution resulting from talks between the two schools. It was decided that if an agreement were reached, the UCC would make an effort to debate and vote electronically on these remaining items, and on the meeting minutes and catalogue copy, so that they could be presented at the Dec. 6 Faculty Senate meeting.

ADDENDUM:  A new course proposal and syllabus were submitted following an agreement between the two schools. A vote was taken electronically on 11-19 and 11-20, with the results being nine votes in favor and none dissenting. These minutes were distributed to the Committee for approval on 11-21.

Respectfully submitted,

Dale Knickerbocker, Chair
