Fraley, Vanderpool, and Vail-Smith notified the chair that they would not be in attendance.

 

Agenda Item: Approval of the Minutes.

Action Taken: The Minutes from January 15, 2009, were amended and approved.

 

Agenda Item: Old Business

a.       Discussion of mechanisms to provide recommendations to Dr. Ballard and the Faculty Senate on budget related issues.

Action taken: Gavin proposed that the UBC meet on April 23, 2009, at 4:00 pm in Rawl to discuss recommendations to take to the chair of the Faculty Senate.

b.      Schedule a time for Vanderpool to conclude discussion on Health Sciences in April.

Action Taken: Additional April meeting is being considered.  Possibility of meetings on April 16 and 23rd to be vetted.

 

Agenda Item: Kevin Seitz, Vice Chancellor for Administration and Finance provided a presentation that included:

-          An overview of the functions, services, and structure of the Division;

-          A profile of the financial resources managed by the Division; and

-          A summary of the top 5 funding requirements (needs).

He also presented the outline entitled East Carolina University 2008/09 Budget Reductions that included summaries of:

- the permanent reduction in 2008-09;

- the General Administration budget reduction guidelines; 

- some of the actions that have been taken by the Division;

- one-time reductions in 2008-09.

Seitz also distributed the information that was distributed at the February 18,, 2009, Budget Forum on the East Campus: East Carolina University 2008/09 Revised Non-Recurring Budget Management Guidelines.

 

The UBC members asked about the difference between enrollment growth funds and tuition revenue and the relations between tuition and the general funds provided by the state. Generally, tuition and general funds are described as State Funding.

 

Gaddis pointed out that at this time East Carolina University budget decisions are based on recommendations made by the Vice Chancellors, Deans, and Chairs of units.
