COMMITTEE: Admissions and Recruitment MEETING DATE: 12/1/97 PERSON PRESIDING: John Cope ACTIONS OF MEETING Description of action: Approval of minutes of 11/3/97. Description of action: Discussion of Administrative Memorandum 372, "Revised Policies and Procedures for the Planning and Conduct of Degree-Related Extension Instruction Activities in The University of North Carolina." John Cope noted that the memorandum pertains to distance learning. At ECU, the Distance Education Response Team (DERT), Dave Watkins, chair, was appointed by the chancellor to develop a set of recommendations for the chancellor and VCAA. Paul Fendt said that some issues in distance learning are what support should there be for such programs at ECU; what standards; what rules of thumb. The School of Industry and Technology (SIT) teaches a course in industrial technology over the Internet. Most universities already offer courses taught by TV; now they're going onto the Internet. SIT also offers undergraduate courses at Craven and Carteret community colleges, as well as its graduate-level course. A problem is its limited technology, such as the bandwidth problem. Gary Lowe said that among DERT members, "distance education" is defined as the electronic delivery of classes. Some issues are how to count students and cohort hours. There is an untapped demand in the state, mostly for professional graduate-level courses. A UNC survey found that 800,000 people wanted distance education courses. He mentioned that people may now take distance education courses as non-degree students in social work, nursing, and leadership. Cope asked how can this committee deal with distance education. What is the role of undergraduate admissions in this? Tom Powell said that the student must meet the same admissions standards as other students; at the non-traditional student level, Admissions works with Continuing Education. Dot Muller said there is a need to coordinate dual enrollments. There are always some dual enrollments, but more are coming as use of the Internet increases. It takes away from our FTEs. Powell said that we need to set standards for admission, but that until such time as admissions policies no longer serve their purposes, there is no need for this committee to address distance learning. Cope said that this item came to the Admissions and Recruitment Committee last February 25 from the Ad Hoc Committee on Non-Traditional Formats. How should we respond to them? The consensus of the committee was that we don't have an issue. A system is already in place. DERT is studying it, and two years ago, Admissions and Continuing Education made sure that admissions policies were being adhered to. Every student who takes Extension courses for credit has to be admitted either as a degree student or non-degree student. We have very solid admissions standards in place.
