COMMITTEE: Admissions and Recruitment MEETING DATE: Dec. 7, 1998 PERSON PRESIDING: John Cope ACTIONS OF MEETING Description of action: Minutes of November 2, 1998 approved. Description of action: Introduction of SGA representative, Robert L. Shoffner. Description of action: Discussion of subcommittee resolution on recruitment and admissions of international students. Cope recommended that James Van Fleet should receive a copy of the draft resolution, if he hasn't already received one. Questions raised about the Resolved section: Where should the money come from for providing additional resources; what type of training should the existing office recruitment staff receive; and if Van Fleet had any comments on the draft resolution. Lowe said that ECU needs to make itself known to various organizations that are conduits for recruiting international students and to support the International Programs office. The hard part is to evaluate credentials of students who apply. Walsh said that the resolution should mention that the university strategic plan includes the diversity aspect of the student body. Cope asked if we should mention the tuition waiver, since it applies mostly to graduate students; the focus of this committee is the undergraduates. Walsh said that some athletic scholarships are for undergraduates. Rivers scholarships are also for undergraduates. The consensus of the committee was that most of the concern about tuition waivers is for graduate students, therefore are out of scope for this resolution. Cope recommended that we remove the word "graduate" from no. 3 of the Resolved. Lowe said that international students are supposed to have adequate financial support upon enrollment at ECU. Cope suggested that we invite Van Fleet to the next meeting to discuss the resolution before it goes to the Faculty Senate. Muller suggested that the committee meet at the International Programs office. Lowe said that introduction of this resolution in the Faculty Senate is important in order to get the issue of international students onto the table. Muller asked if the International Programs office could establish contact with the agencies that are conduits for international students. Lowe said that it is a matter of how active do you want to represent yourself; it's important to establish a balance between building a base for recruiting here and being active out there. Cope asked what reasons there might be for opposing international recruitment. Suggestions included ethnocentrism, nativism, and the 18% cap on out-of-state students. Walsh asked if the International Programs office had a Web site. Cotter replied that they did, but that it was mostly for ECU students seeking information on exchange or study abroad programs. Cope noted that last year we had discussed adding a representative from the International Programs office to this committee. Lee said that we would have to seek approval from the Committee on Committees. Cope thought that we could ask Van Fleet informally to attend the next three remaining committee meetings. Follow-up action required: The resolution will be returned to the subcommittee to incorporate comments made today. Cope and the subcommittee will seek to meet with Van Fleet to seek his input to the resolution. The committee will contact Van Fleet to arrange for the February 1 meeting of the committee at the International Programs office. Description of action: Muller noted that the Board of Trustees was looking at enrollment projections this week Would it have an effect on the work of this committee? Clayton said that some reports and analyses have been prepared for the meeting that cover various aspects. Some examples he mentioned were that the projection of a student body of 25,000 by 2010 would mean an entering freshman class of 4,100; would we be able to handle that many students? Also, he noted that projections for growth in North Carolina are for Raleigh and the west, but that the population of eastern North Carolina is in decline. National studies have shown that most students prefer to enroll at colleges that are within a two hour drive from their homes. The 18% cap on out-of- state students applies only to first-semester entering freshmen. He said that about 12-14% percent of students now are from out of state.
