Description of action: Additions to the agenda: McDiarmid: CIPRIS program; Powell, committee representative for Scholarship Weekend. Description of action: Discussion of draft resolution on international students. Warren summarized the events from last Spring's Faculty Senate meeting, in which the Senate had asked for budgetary information on international students, plus information on enrollment at other UNC institutions. There have been some recent changes in the International Affairs office that will affect the resolution: The current director will step down in the fall, and a new director or acting director will be named. It's been recommended by Associate Vice- Chancellor Lowe that, from last year's experience in the Faculty Senate, we put this resolution on hold until the Fall. Walsh asked if it was in the best interests of the university to put this on hold, so new people would know if the university supports the resolution. Warren said that the current director was stepping down, and that with a new director, the resolution might have a better chance of passing the Senate. Morrison said that last year, the Faculty Senate had requested some cost estimates and budget information, but the information hasn't been forthcoming, so perhaps it would be better to wait for a new director. Powell said that the Faculty Senate could endorse efforts to recruit more international students, but that the budget is an administrative matter. Morrison said that the Faculty Senate does have some responsibility for knowing budgetary information, such as from Educational Policies and Planning, the Libraries Committee, and the old Faculty Computer Committee. The Senate wanted some budgetary information since they were going to make recommendations affecting the budget. Warren said that the Admissions and Recruitment subcommittee on the resolution had deleted any reference to budgetary matters in the revised resolution. Morrison said that we should give the Senate some budgetary information; when fall comes it will be easily obtained. [Committee members did not have copies of the resolution, which was found later in the meeting.] Walsh moved to table the resolution until the April meeting. Tovey seconded. Discussion: Powell cautioned that by bringing it up in the fall, it would be too late for planning the printing budget; we can't do a travel budget until we have a marketing plan. Morrison said that by next fall, it should be easier to get budget information-not current, but at least the past year. Warren said that the agenda committee meeting is tomorrow. McDiarmid said that this committee couldn't assume that the resolution would pass, even if budgetary figures were forthcoming; the focus of the Senate would shift to something else. Warren called for a vote on the motion to table the resolution until the April meeting. Motion carried. Completion date/Follow-up action required: Revised resolution to be included on the committee's April agenda. Description of action: McDiarmid reported on the CIPRIS program that Congress has enacted. It requires the Immigration and Naturalization Service to track every international student once they have entered this country. North Carolina is one of the test states; if it works in the test states, it will be implemented nation-wide. It will mean more paperwork for the International Affairs office. Congress mandated the program for INS to carry out, but did not fund it. The students will have to pay $100 themselves. INS has told the universities and colleges to collect the money, but the schools have told INS that it is not their business to collect the money. McDiarmid said that Congress has received perhaps as many as 300,000 letters from constituents against the program and has told INS to put the brakes on the program. The International Affairs office will, however, have to change their data screens. This is something McDiarmid wants us to be aware of. Description of action: Powell asked for a representative of the committee to attend Scholarship Weekend, on March 24 and 25. Warren said that he would attend; Walsh and Tovey may also be able to attend. Description of action: McDiarmid passed around copies of a chart comparing enrollment of international students at UNC system schools.
