Ballard Chancellor Date: March 2, 2009 Subject: January 2009 I hereby approve the following resolution which was adopted by the Resolution 09-04 Request for authorization to establish a new distance education degree
programs (MS in Counselor Education; BS in Industrial Distribution and
Logistics; BSBA in Management; BSBA in Management Information Systems; and
BSBA in Marketing, Operations, and Supply Chain Management Concentration). I am holding Resolution 09-01 (Foundation Curriculum Courses for
Humanities: ASIA 2010/GRBK 2010; GRBK
2400; GRBK 2500, and GRBK 2600) for further study. Rationale: Appropriate academic
department(s) should provide an impact analysis on faculty workload for
adding these courses to the departmental offerings. I am also holding Resolution 09-05 (Revisions to the ECU Faculty Manual, Part V. Academic
Information, Section III. Curriculum
Development) for further study. Rationale: Of particular concern
is the stated process throughout the document in which both the University
Curriculum Committee “and” the Graduate Curriculum Committee consider items
for approval of new degree programs; new minors, certificates, or
concentrations; and moving programs.
Given that both committees are being asked to approve requests, the
process at ECU needs to be in checked for agreement with SACS criteria for
curriculum approval with particular attention to the process of approval of
curriculum matters going to both undergraduate and graduate curriculum when
the matter pertains to either the undergraduate or graduate level only. It is also important to review standards of
major accrediting bodies with regard to this dual approval process as well as
to determine how other institutions in the UNC system approve curriculum
matters. I am rejecting Resolution 09-03 (Revisions to the ECU Faculty Manual, Part VI, Section
II. Welfare and Benefits, in reference
to hospitalization insurance). Rationale: Medical insurance is
a benefit provided to employees and is administered through the Department of
Human Resources, which is the appropriate source for details about
hospitalization/medical insurance.
Because benefits of insurance coverage come from the state and are
subject to change from time to time, the most direct assistance to faculty
would be to provide a link to the Human Resources website that provides
information about this insurance and other employee benefits. This site is regularly updated with the
most current and accurate information.
The Human Resources office also posts a FAQ page to make it easy for
