The organizational meeting for the 2009-2010 Faculty Senate was held on Tuesday, April 28, 2009, in the Mendenhall Student Center.

Agenda Item I.  Call to Order

Janice Tovey (English), Chair of the Faculty, called the meeting to order at 2:10 p.m.

Agenda Item II.           Roll Call
Senators absent were:  Professors Gabbard (Education), Mallinson (Geology), Spurr (Mathematics), Schenarts (Medicine), Pagliari (Technology and Computer Science), Chancellor Ballard, Provost Sheerer, VC Horns, VC Mageean, Academic Deans Representative Niswander, Past Chair of the Faculty Taggart, and Faculty Assembly Delegate Rigsby.

Alternates present: Professors Kros for Gibson (Business), Henze for Deena (English), Felts for Vail-Smith and Farrell for Cooper (Health and Human Performance), Boklage for Coleman (Medicine),

In an effort to keep faculty members informed of campus activities, Board of Trustees’ meeting agendas and schedules are distributed electronically to all faculty.  Faculty are welcome to attend these open meetings. 

 

Faculty interested in periodically receiving issues of The Chronicle of Higher Education are asked to call the Faculty Senate office at 328-6537 and place their name on a list for distribution. 

 

Thanks to the following Faculty Senate Alternates who served as tellers during the meeting: Professors Carolyn Willis (Academic Library Services), Donna Lillian (English), Steven Schmidt  (Education), Janet Sanders (Technology and Computer Science), and Steven Sligar (Allied Health Sciences).

Agenda Item III.  Report of Committees
A.        Nominating Committee for Faculty Officers
Rodney Roberts (Philosophy), Chair of the Committee, presented the slate of nominees for the three Faculty Officer positions. Professor Jenkins (Allied Health Sciences) nominated Professor Marianna Walker (Allied Health Sciences) for Chair of the Faculty.  Following a vote of 31 to 19, Professor Marianna Walker was elected the new Chair of the Faculty.

Professor Glascoff (Health and Human Performance) nominated Professor Mark Sprague (Physics) for Vice Chair of the Faculty.  Professor MacGilvray (Medicine) moved that nominations be closed and that Professor Sprague be elected by acclamation.   No one was nominated from the floor for Secretary of the Faculty, and following a vote of 40 to 10, Professor Hun McKinnon (Interior Design and Merchandising) was reelected Secretary of the Faculty.

The elected Faculty Officers to represent the ECU Faculty for 2009-2010 are:

Marianna Walker (Allied Health Sciences), Chair of the Faculty
Mark Sprague (Physics), Vice Chair of the Faculty       
Hunt McKinnon (Interior Design and Merchandising), Secretary of the Faculty    

Professor Glascoff (Health and Human Performance) then moved to add a Resolution on Change to the agenda.  There was no objection and Professor Glascoff then read the resolution noted below:

Whereas, from this day forward, the communication among the elected Faculty Officers and general faculty must improve and more faculty invited to the process of discussion and dialogue on all issues relating to the welfare of the faculty and academic integrity of the University.

 

Therefore, Be It Resolved, that the elected Chair of the Faculty return to past practices and respectfully request a monthly meeting with the Chancellor one-on-one to address issues relating to all matters of faculty welfare. 

 

Be It Further Resolved, that the elected Chair of the Faculty provide leadership to the other elected officers by way of briefing them on academic issues as they arise and working collaboratively with them in relation to any proposed policies and procedures discussed, created, revised, and enacted while over the summer and through next year. 

 

Be It Further Resolved that the elected Faculty Officers continue to meet monthly with the Academic Council and Chancellor in order to address ongoing academic matters and work collaboratively to change the tone of this year’s interactions. 

 

Be It Further Resolved, that the elected Faculty Officers educate the incoming 2009-2010 Faculty Senate on the parliamentary procedures of making and amending motions, drafting resolutions, presenting reports, etc. and work together with the elected faculty representatives to keep the general faculty involved in all aspects of the decision making process of this University.

 

Be It Further Resolved, that the elected Faculty Officers work immediately and collaboratively with those serving as Faculty Counselors and Appellate Committee members to finalize the training of appellate committee members (as directed in Appendix D) and provide the final guidelines to the Faculty Governance Committee at their September organizational meeting, prior to reporting to the Faculty Senate and distributing the guidelines to counselors and appellate committee members.

 

Be It Further Resolved that the elected Faculty Officers provide a monthly email correspondence during the summer months (May, June, July, August) on pending issues relating to the welfare of ECU Faculty, i.e. budget, policies and policies and procedures discussed, created, revised and enacted.

 

Be It Further Resolved, that the elected Faculty Officers utilize the standing University academic, administrative, Board of Trustee, Student Life, and Student Union committee structure whenever academic issues are discussed and before new task forces, ad hoc committees, etc. are created and the Chair of the Faculty is asked to appoint faculty. 

 

Be It Further Resolved, that the choice of faculty representatives selected or appointed to any administrative committee, task force, ad hoc group formed to address academic matters and faculty welfare be vetted through the Faculty Officers, including the Vice Chair, Secretary, and Parliamentarian.

Professor Sharer (English) offered an editorial change in the first paragraph changing “integrity” to “mission”.  This was accepted by Professor Glascoff as editorial.

Professor Boklage (Medicine) asked for a clarification on how the choice of faculty representatives was selected.  Professor Glascoff stated that the Chancellor and other top administrators often asked the Chair of the Faculty to provide him or her with names of faculty to serve on various task forces, ad hoc committees, etc. and that the resolution called for the Chair to openly discuss with the other Faculty Officers possible faculty members to recommend.

Professor Novick (Medicine) asked for clarification on how the meetings with the Chancellor worked.  Professor Tovey (English) provided details and stated that this year she had met bimonthly with Provost Sheerer and monthly with both the Provost and Chancellor together.  She also noted that the Chancellor was available to meet with her on a short notice when necessary. 

Professor VanWilligen (Sociology) moved to editorially strike from the third paragraph the text that reads: “to change the tone of this year’s interactions”.  This was accepted by Professor Glascoff as editorial.

Professor Sharer (English) referenced the last paragraph and worried that the vetting process may take too much time.  Professor Glascoff (Health and Human Performance) reminded the body that the only ones being asked to discuss the names were the three elected Faculty Officers and the Parliamentarian and that the time issue was probably not a problem since they would be meeting weekly.  Professor Boklage (Medicine) stated that he thought this might limit the prerogative of the Chair to make appointments and moved to strike the last paragraph.  There was no objection and the last paragraph of the resolution was deleted.

Following discussion, the proposed resolution was approved as amended. RESOLUTION #09-32

B.        Committee on Committees Report
Tom Caron (Education), Chair of the Committee, presented the slate of nominees for the Academic, Administrative, Appellate, Board of Trustees, Student Life and Student Union Committees.  Following a call for nominations to fill the various vacancies on the standing University committees, the following faculty members noted in bold purple print were elected to serve by acclamation.

Information relating to the various committee charges is available online at the Faculty Senate website. Faculty elected to serve on these standing committees will be notified via email over the summer of the upcoming Fall organizational committee meeting dates.   Anyone with questions may contact the Faculty Senate office at 328-6537.

FACULTY SENATE RESOLUTION APPROVED AT THE APRIL 28, 2009, MEETING


09-32  Resolution on Change, as follows:

Whereas, from this day forward, the communication among the elected Faculty Officers and general faculty must improve and more faculty invited to the process of discussion and dialogue on all issues relating to the welfare of the faculty and academic mission of the University.

 

Therefore, Be It Resolved, that the elected Chair of the Faculty return to past practices and respectfully request a monthly meeting with the Chancellor one-on-one to address issues relating to all matters of faculty welfare. 

 

Be It Further Resolved, that the elected Chair of the Faculty provide leadership to the other elected officers by way of briefing them on academic issues as they arise and working collaboratively with them in relation to any proposed policies and procedures discussed, created, revised, and enacted while over the summer and through next year. 

 

Be It Further Resolved that the elected Faculty Officers continue to meet monthly with the Academic Council and Chancellor in order to address ongoing academic matters and work collaboratively. 

 

Be It Further Resolved, that the elected Faculty Officers educate the incoming 2009-2010 Faculty Senate on the parliamentary procedures of making and amending motions, drafting resolutions, presenting reports, etc. and work together with the elected faculty representatives to keep the general faculty involved in all aspects of the decision making process of this University.

 

Be It Further Resolved, that the elected Faculty Officers work immediately and collaboratively with those serving as Faculty Counselors and Appellate Committee members to finalize the training of appellate committee members (as directed in Appendix D) and provide the final guidelines to the Faculty Governance Committee at their September organizational meeting, prior to reporting to the Faculty Senate and distributing the guidelines to counselors and appellate committee members.

 

Be It Further Resolved that the elected Faculty Officers provide a monthly email correspondence during the summer months (May, June, July, August) on pending issues relating to the welfare of ECU Faculty, i.e. budget, policies and policies and procedures discussed, created, revised and enacted.

 

Be It Further Resolved, that the elected Faculty Officers utilize the standing University academic, administrative, Board of Trustee, Student Life, and Student Union committee structure whenever academic issues are discussed and before new task forces, ad hoc committees, etc. are created and the Chair of the Faculty is asked to appoint faculty. 

Disposition:   Faculty Officers
