Research and Creative Activity Grants Committee
Minutes from March 26, 2003,

Seodial Deena called the meeting to order at 4 PM. The one item on the agenda was to address suggestions from a faculty applicant concerning IRB approval. The applicant requested that the RCAG committee consider a number of changes, including eliminating the requirement for submission of an RCAG proposal to the IRB before submitting the same proposal to the RCAG committee. The committee felt that policing the submission of applications for institutional review of human or animal experimental design would not be practical. Anticipating that such a change in policy might not be acceptable, the applicant requested several other options, which were dealt with as described below.
The committee approved a change in Restriction item #8 on page 2 of the Guidelines for 2003-2004 Research/Creative Activity Grants from:
“Applicants for projects involving research on human subjects or animals must file the appropriate forms with the University Policy and Review Committee on Human Research or the Animal Care and Use Committee and must have approval from the appropriate committee prior to submission of the proposal.” to
“Applicants for projects involving research on human subjects or animals must file the appropriate forms with the University Medical Center Institutional Review Board or the Institutional Animal Care and Use Committee prior to submission of the RCAG proposal. Funding will be contingent on approval from the appropriate committee.”
Alan Scherier pointed out the new names of the appropriate committees as used in the replacement phrasing.
Finally, on page 5 of the Guidelines document, item #8, a change was recommended by the RCAG committee from:
“Where applicable, have you filed the proper forms and received approval from the university committees on…” to
“Where applicable, have you filed the proper forms and received approval from the university committees on (see Restriction #8, page 2) …”
The meeting was adjourned at 4:30 PM.
