ELECTION OF FACULTY OFFICERS
Candidates for Chair of the Faculty
Rick Niswander, College of Business
It has been my pleasure to have served as Chair of the Faculty this year. In the past I have also served as Vice Chair of the Faculty, chair of the University Budget Committee, and member of well over half the Faculty Senate academic committees.
As faculty, we face complex challenges to our core values in areas including shared governance and our academic authority. Meeting those challenges will require faculty leadership that can understand the breadth and depth of the issues, that can help formulate reasoned and reasonable responses and solutions, that can clearly and forcefully articulate the position of the faculty, and that can serve as an effective voice of the Senate and the faculty. I believe I have ably served this year in each of those respects.
The next academic year is crucial predominately because we have a new Chancellor. It is vital we educate Dr. Ballard as to what shared faculty governance means at ECU and clearly indicate that faculty have a primary role in the governance of the academic enterprise. The Faculty Chair has a crucial responsibility in that education. I have already begun that task and will continue to do so with your support.
I am certain I have the depth and breadth of experience necessary to continue to serve in the visible and important role of Chair of the Faculty. I would appreciate your vote. With your support, we can move forward, together, as a faculty and as a University.
Ralph Scott, Academic Library Services
I have a 35 year history of serving on various shared governance committees here at East Carolina. I consider among my most outstanding achievements my service on the Unit Code Screening Committee, the Governance Committee, Student Academic Appellate Committees and now on the University Budget Committee. I served first as Secretary of the 1989 Due Process Hearing Committee and then as Chair of the 1998 Committee. I believe in both cases we presented the Chancellor with recommendations that were fair to both the university and the faculty member involved. Our faculty appellate committees represent I believe one of the key elements of our shared system of faculty governance.
In many ways our shared governance system serves as a safety valve for concerned faculty. The recent revisions to Appendix D and Y provide I think good examples of how we can make the existing shared governance system work better.
I am also the immediate past-president of the North Carolina Conference of the American Association of University Professors and have served as Treasurer from 1996-2002. I have been a member of the national AAUP since coming to ECU in 1970.
I believe that our governance system has served us well in the past and will continue allow us to provide input into the running of this great university. Chancellor Ballard’s challenge will be to continue our growth in excellence and numbers, while at the same time implementing the new leadership that we need to advance.
Candidates for Vice Chair of the Faculty
Connie Ciesielski, College of Technology and Computer Science
I came to ECU in 1993 after working 20 years in the construction industry. Since joining the faculty of ECU, I have served four years in the Faculty Senate after serving on the university Hearing Committee. In addition to a wide range of unit and departmental committees, I am currently serving on the Vice Chancellor of Academic Affairs’ Collaborative Team on Regional Accreditation and Institutional Effectiveness. In addition to my academic background, I have also held significant management positions in industry including being a past Vice President of URS Corporation, the largest Engineering Design firm in the United States. My industry and academic experience have provided me with a broad perspective of issues facing management and governance of multifaceted organizations dealing with complex issues. My research efforts have focused on the use of technology in the construction industry. Over the past five years I have organized three major international conferences addressing technology in construction. I have been nominated this year by the College of Technology and Computer Science for the University’s Five Year Award of Excellence in Research and Creative Activity. I would like to serve as Vice Chair of the Faculty Senate because I have a strong desire to become more involved with the shared governance of this university. I bring substantial organizational and administration skills to the table, at both the professional and academic levels. If elected I would use these skills to work to represent faculty throughout the University within our system of shared faculty governance.
John Cope, Department of Psychology
Truthfully, serving in the Senate and sitting on the UNC Faculty Assembly have been at times a colossal discomfort. Committee work is long, tedious and often bears fruit far from the tree, and it is easy to become disillusioned and fall into a state of learned helplessness. Shared governance is far from a simple walk in the park. You have to “want democracy bad because it isn’t easy” (Andrew Shepherd: American President (1995), [Film]. Rob Reiner, Producer and Director). But, I honestly love the work and count the time pursuing these endeavors as the most rewarding things I have done in my career. By running for Vice Chair of the Faculty, I look forward to continuing to move toward two basic goals: 1) to work with the Chair of the Faculty in guiding and developing policy consistent with the University’s mission, and 2) to proceed in a way that reflects the principles of shared governance by strengthening a cooperative relationship between the administration, faculty, and staff. Statewide financial uncertainty, academic and administrative reorganization, and the unprecedented changes in size and mission of our University make faculty leadership absolutely imperative. This is the time for strong faculty guidance, and if elected as Vice Chair of the Faculty, I will continue my efforts to provide a leadership role. Thank you for your consideration.
Catherine Rigsby, Department of Geology
I have been in the ECU since 1993. My teaching and research is in the field of sedimentology, examining the relationships among landscape evolution, climate change, and land use over the ~40,000 years of Earth history. Although it is time consuming, often unrewarded, and takes time away from my research and teaching, I believe that participation in shared governance is a major faculty responsibility.
Shared governance requires individuals to voice opinions and work to promote faculty perspectives. It also requires strong faculty representation. I have actively participated in this process since arriving at ECU. And, as your current Vice-Chair, I have worked to represent the faculty and to maintain the strong faculty-administration communication that is the basis of our system of shared governance. Through my years of service on Senate, administrative, college, and departmental committees, I have learned that governance is only truly shared when faculty speak up. As your Vice-Chair, I have consistently spoken up for the faculty - carefully studying the issues, then speaking up and expressing opinions that I believe are in the faculty’s best interest.
Although one voice is never enough, I have attempted to speak for many. By being an advocate for the faculty, by spending time digging into sensitive issues, by working with committees and the other faculty officers, and by nurturing an atmosphere of openness and sensitivity to the needs of the faculty, I have attempted to earn the honor of continuing to support faculty efforts by serving as your Vice-Chair.
Candidate for Secretary of the Faculty
Janice Tovey, Department of English
Having just completed one year of service as your Secretary of the Faculty, I am asking that you again consider electing me to this office. This year has been both a challenging and a rewarding one and I thank you for your words of appreciation and encouragement as I fulfill my current duties. If re-elected, I would continue to serve you as best I can in reporting the minutes and representing you as called upon in various committees and to the university. The transition to a new chancellor as well as our continuing budgetary problems and reorganization issues will be the focus of this next academic year and, again, I would offer my services, on your behalf, to deal with the issues in a way that serves faculty and student interests.
Since 1993, I have been a member of the English department faculty in the Technical and Professional Communication concentration. I currently hold a ½ time appointment as Coordinator of the ECU Outreach Network allowing me to combine my training and supervisory duties with my research interests in student’s professional development and their transition to the professional world. I have been active in the service of the English department and professional organizations in addition to service to the university. My Faculty Senate service includes Governance, Admissions and Retention Policies [Secretary, 2001-02 and Chair in 2002-03], Continuing and Career Education, and Writing across the Curriculum Committees.
