Senators whose terms did not expire in 1999.
The Faculty Senate meeting scheduled on Tuesday, 27 April
1999, is the last meeting for all Senators whose terms expire
in 1999.

NOMINATING COMMITTEE FOR FACULTY OFFICERS
REPORT ELECTION OF FACULTY OFFICERS
Candidates for Chair of the Faculty
Brenda L. Killingsworth, School of Business
As Chair of the Faculty for the past year and as Vice Chair
for the previous three years, I have experience with key
issues facing the faculty. Having served nine years with the
Faculty Senate and on thirteen Faculty Senate committees
over twelve years has provided me the experience needed
to serve as a leader on behalf of the faculty. During the past
year, we have accomplished the goals which I established
for my term as Chair of the Faculty; initiating a process of
timely faculty input into the university budgeting process,
ensuring adequate faculty involvement in the Strategic
Planning process, and increasing faculty input into key
decision making areas such as policies and procedures for
distance education, intellectual property rights, and
University scholarships. Additional challenges will arise as
we strive to ensure quality of students, faculty, facilities and
worklife are adequately met as the University prepares for
significant enrollment growth over the next decade. During a
second term, I would continue to work on these goals and to
protect the foundation and principles of academic freedom
and tenure while representing faculty throughout the
University within our system of shared faculty governance.
Donald Neal, Department of Geology
I joined the faculty of East Carolina University in 1979 and in
the past twenty years we have experienced many changes,
most of which have been positive. They have been positive
in large part due to the dedicated leadership of the faculty.
We continue to experience change but the pace is more
rapid. As a faculty, we must embrace this change and do
whatever is necessary to ensure that it remains positive. In
the coming year we will do unit evaluations. The Faculty
Senate must evaluate itself also and its effectiveness in
shared governance. As part of this evaluation the Senate
should continue to review university personnel policies,
especially the appellate process. The Senate should review
the number and longevity of fixed-term faculty, the continued
development of alternative instructional venues and its
impact on the faculty, faculty evaluation procedures and the
faculty workload policy, and the place of interdisciplinary/
multidisciplinary programs in unit productivity measures.
These are but a few of the issues we will face. I would like
to lead the faculty in these endeavors. It has been my
privilege to serve the faculty of my unit and the university at
large in a variety of assignments. In the early 1980's I
served two terms as a Faculty Senator and currently serve in
my third term as Geology Department representative. It is
difficult to remember a time when I did not serve on a senate
committee. Over the years I have held membership on the
Libraries, General Education, University Curriculum,
Educational Policies and Planning, Faculty Computer, and
Agenda committees, and on the Committee on Committees.
I served as chair of the General Education Committee for
two years and secretary and then chair of the University
Curriculum Committee. I served as Secretary of the Faculty
for three years and this year I have the privilege of serving
as Vice Chair of the Faculty. Through these experiences I
have seen how important faculty governance is in
maintaining a healthy and vigorous university. To this end, I
offer my name for consideration as a candidate for Chair of
the Faculty.
Candidates for Vice Chair of the Faculty
Bob Morrison, Department of Chemistry
We will face a number of new challenges as we settle into
doctoral II status, as we prepare for the dramatic increases
in enrollment during the next decade, and as we face the
challenges associated with rapid (rabid?) changes in
technology. We have a responsibility to ensure that
enrollment growth takes place in a manner that is consistent
with providing a quality education. We must ensure that
new programs on campus, off campus, and on the internet,
conform with the high standards of our doctoral II status.
At the February Faculty Assembly meeting an invited speaker
noted that over the last couple of decades or so, there has
been a steady shift from a faculty oriented, collegial culture
in universities, where professors have enjoyed some degree
of professional autonomy, to a bottom-line, managerial
culture where numbers drive decisions and programs. We
have had a steady increase in the number of courses taught
by off-tenure-track faculty. We should be concerned about
what effect these somewhat disparate, but possibly related,
changes in culture have on academic freedom and tenure,
on the quality of teaching, research and creative activity, on
faculty welfare, and on who owns and can use our
intellectual property. I have been involved in the process for
almost 27 years, serving on numerous academic, appellate,
and administrative committees, as well as several terms on
the Faculty Senate, and am currently an alternate on the
Faculty Assembly. If elected as Vice Chair of the Faculty
Senate I will do my best to serve the Faculty of ECU.
Ralph C. "Worth" Worthington, School of Medicine
It would be a privilege and a welcome responsibility to serve
the faculty as vice-chair. I am deeply committed to helping
facilitate a strong, unified voice for the faculty across the
entire University. I believe this unified voice is especially
important as we face important challenges such as limited
funding, projected enrollment increases, maintaining shared
governance, and faculty workload. Over the past years I
have served in a number of roles I believe help qualify me to
serve effectively as vice-chair. I have chaired the
Educational Policies and Planning Committee and have
been a member of the Governance Committee for a number
of years. I served for six years on the Faculty Senate, and
am currently serving as alternate. Other University
committee responsibilities have included Unit Code
Screening, Continuing Education, and Agenda. Having
served for two years as chair of my unit's Tenure, Promotion,
and Personnel committees, and having served on the
University's Cumulative Review Task Force, I feel well-
versed in faculty personnel issues. I believe my associations
with units across the University will help me represent all
faculty. In addition to my appointment in the Division of
Health Sciences, I received my undergraduate and master's
degrees in the ECU College of Arts and Sciences. For
several years I held a lecturer appointment in the ECU
School of Business, and over the years I have worked with
faculty in several teacher education programs. Thank you
for your consideration.
Candidates for Secretary of the Faculty
Mark Jones, School of Social Work
I appreciate the Nominating Committee's consideration as
Secretary for the 1999-2000 academic year. I am completing
my sixth year as a Criminal Justice Professor, and I am
completing my third year as Faculty Senator from the School
of Social Work and Criminal Justice Studies. I have tried to
represent the best interests of the entire ECU faculty during
my tenure as Senator. I have a good working knowledge of
Faculty Senate procedures, which is essential for any
Senate officer. For the past two academic years I have
served on the Faculty Senate Agenda Committee. Woody
Allen once said that 90% of success is showing up. I am not
sure if this is true, but during my three years as Senate
representative, I have only missed one Senate meeting, and
I have been very regular in my attendance at Agenda
Committee meetings. This position requires attention to
detail. I have served in similar administrative positions in
professional and academic criminal justice organizations,
including the American Probation and Parole Association,
the American Society of Criminology, the Southern Criminal
Justice Association, and the Southwestern Association of
Criminal Justice Educators. The Secretarial position
requires more than the duties we see performed at Senate
meetings, i.e., the roll call and recording of minutes. Every
Senate officer, regardless of title or function, is a highly
visible representative of East Carolina University. I will do my
best to represent ECU and the academic profession in an
honorable and professional manner. Thanks for your

Ralph Scott, Academic Library Services
East Carolina University has had a long tradition of shared
governance between the administration, students, staff and
faculty. The faculty have had a voice since 1907 in the
shaping of a dynamic university that is constantly growing in
size and scope. When I came to East Carolina some 29
years I was impressed with the open debate and input the
faculty shared with all who would listen. Let us continue this
tradition that has made us a leader in this area in North
Carolina into the future. I have served as a Faculty Senator,
and on: the Agenda Committee, Continuing Education
Committee, Faculty Computer Committee, Course Drop
Appeals Committee, Readmissions Appeals Committee, Unit
Code Screen Committee, Due Process Committee, Minority
Affairs Committee and Academic Integrity Board. I have
