EPA Overview
As a State entity, the University of North Carolina System is subject to the State Personnel Act. University positions are administered in accordance with the provisions and requirements of that Act. Positions covered by the Act are referred to as "SPA" positions.
Some positions have been exempted from coverage under the Act (NC General Statute Chapter 126). Such "EPA" (Exempt from the Personnel Act) positions are classified in one of four categories.
EPA Non-Faculty (Instructional and Research)

Senior Academic Administrative Officer Tier-I (SAAO Tier I)
Senior Academic Administrative Officer Tier-II (SAAO Tier II)
The Guidelines on Interpreting General Statute 126-5(c1)(8): Instructional and Research Staff Exempt from the State Personnel Act further define the "Instructional" and "Research" categories. Information on SAAO designation and evaluation are also available.
The Office of EPA Personnel Administration is responsible for administering EPA Non-Faculty (EPA-NF) policies and personnel matters.
The Assistant Vice Chancellor for Human Resources & EPA Administration serves as the liaison between the University of North Carolina General Administration and East Carolina University in all matters involving EPA personnel. Responsibilities include consulting and advising administrators, staff, and faculty on EPA personnel policies and recommended courses of action on EPA issues.
