The Office of EPA Personnel Administration is directly responsible for administering all personnel matters associated with Non-Faculty EPA (NF-EPA) positions in addition to the coordination of all personnel matters relating to EPA Faculty (EPA).
The Assistant Vice Chancellor for Human Resources & EPA Administration serves as the liaison between the University of North Carolina General Administration and East Carolina University in all matters involving EPA personnel to include but not limited to:
Chancellor's designee in all matters related to the ECU Plan for Management Flexibility to Appoint & Fix Compensation.
Member of the UNC General Administration Human Resources Advisory Board (HRAB).
The establishment and classification of Senior Academic & Administrative Officer positions through HRAB and the President of the UNC-GA.
Delegated authority to approve Non-Faculty EPA Instructional & Research positions.
The development and/or revision of EPA policies, as necessary, which includes securing approvals, policy dissemination and interpretation.
GENERAL RESPONSIBILITIES
Maintenance and oversight of an inventory of all NF-EPA positions as approved either through local delegation or by the General Administration.
Dual certification responsibility with the OIE to insure that all policies and procedures have been followed in the recruitment and hiring process for all EPA positions, including review/approval of all requests for a deviation from standard search procedures.
Review and approval of SAAO and NF-EPA contract letters of offer outlining terms and conditions of employment prior to official offer being extended.
Review and approval of requests for out-of-cycle NF-EPA and SAAO salary adjustments.
Review requests for supplemental payments (stipends) and recommend to the Chancellor whether approval is warranted.
Oversight for on-going campus awareness of responsibilities as they relate to ECU's Management Flexibility Plan
