William W. Phipps is a 1974 East Carolina University alumnus with a Bachelor of Arts degree in Psychology.  Mr. Phipps is a partner with the law firm on Soles, Phipps, Ray & Prince in his hometown of Tabor City.  He and his wife, Elizabeth have two sons, Winslow and Wyatt.
