Title IX is the first federal comprehensive law that prohibits discrimination against students and employees of educational institutions that receive Federal financial assistance, based on gender.  Title IX states:

No person in the United States shall, on the basis of sex, be excluded  from participation in, or denied the benefits of, or be subjected to discrimination under any educational program or activity receiving federal assistance.

 
Title IX is beneficial to both males and females with the idea of creating gender equality in educational institutions.  Title IX creates gender equality in the areas of: admissions, educational programs and activities, course offerings and access, recruitment, counseling, financial aid, employment, health and insurance benefits, employment assistance, rate of pay, firing, marital and parental status, scholarships, facilities and housing, sexual harassment, and athletics.

Title IX compliance is enforced by the Office of Civil Rights (OCR) in the U.S. Department of Education. It is the responsibility of the OCR to provide institutions bound by Title IX with information and guidance so that they may voluntarily comply with all aspects of Title IX.  It is also the responsibility of the OCR to investigate and resolve complaints filed by people alleging discrimination based on gender.

The OCR charges each institution with creating and maintaining an office within the university to deal with Title IX compliance and Title IX complaints.  Here at East Carolina University the Office of Equal Opportunity and Equity (Equity) is responsible for Title IX compliance.  Within the Equity office at East Carolina University, Taffye Benson Clayton serves as the Title IX compliance officer.  Individuals that have questions regarding Title IX compliance or feel that their Title IX rights have been violated and would like to file a formal grievance may contact the Equity Office 252-328-6804 or by e-mail at claytont@ecu.edu.
