Citation Appeals Process

Parking citations are issued to vehicles in violation of the regulations. The campus parking citation is left on the windshield of the vehicle in violation and indicates the type of violation and the amount of the fine. Failure to pay or appeal a parking citation within 10 days will result in a $5 late fee being added. Student university records are tagged for uncleared parking citations.

All parking citation fines may be paid on-line through the ECU OneStop or paid in person at the Parking and Transportation office with check, cash, or credit card (visa/mastercard).

The Department of Parking and Transportation Services participates in the North Carolina Department of Revenue's set-off debt collection program. This program allows state income tax refunds to be returned to the university for payment of outstanding debts owed by employees. Individuals with outstanding debts to the Department of Parking and Traffic Services may have those debts garnished from their state tax refunds.

Students, staff, faculty and visitors have the right to appeal a campus parking or traffic citation issued for violation of the university's parking and traffic regulations. Appeals are reviewed by a Citation Appeal Board consisting of staff, faculty, and students and they must be filed with the Department of Parking and Traffic within ten business days of the date of the citation. Once the appeal has been heard and a decision made, a notice is sent to the appellant informing him or her of the decision. Appeal forms are available from the Department of Parking and Transportation Services at 305 East Tenth Street for individuals that do not have access to the ECU OneStop..


Please note the following:


— Only four (4) appeals will be allotted to an individual during an academic year. These appeal opportunities may be used by the individual at any point during the year. The four appeals are not cumulative and cannot be rolled over to the following academic year.

— After the first appeal opportunity has been used, all other appealed citations must be paid prior to the appeal being submitted. If the appeal is approved, the money will be refunded. If the appeal is submitted without payment, it will not be processed until the ticket is paid.

— An individual’s citation record will be monitored for possible suspension of parking privileges after the fourth citation (whether paid or unpaid) is received.
