Disability Parking

ECU disability parking permits are required for all faculty/staff or students using the NC HD license plate or displaying an HD hangtag (issued by the state). Applicants must present the Handicap registration card when applying for an ECU disability access sticker for their permit. A form is required to be completed with physician's signature to submit to the PARC committee for approval. Please contact the Disability Support Services for more information.

Disability parking is located in all areas of campus in accordance with NC G.S. 136-30 and the American Disabilities Act. Signs are posted which designate parking spaces for handicapped persons and state the maximum penalty for parking in the space in violation of the law. Individuals authorized for handicap parking may also utilize other zones and spaces according to their permit type. Qualifying vehicles may park for unlimited periods in parking zones or spaces restricted as to the length of time parking is permitted (metered spaces).

Visitors who have a valid state-issued handicap placard must also purchase an ECU visitor parking permit.  A visitor displaying the state-issued handicap placard and a visitor permit validated as H/D accessible will authorized to park in areas as specified by Parking and Transportation Services.

Enforcement of Handicap Parking

It shall be unlawful:

1. to park or leave standing in a space designated with a sign for handicap parking, any vehicle not displaying a distinguishing license plate, removable hangtag, or temporary removable hangtag;
2. for any person not qualifying for the rights and privileges extended to handicapped persons to exercise or attempt to exercise such rights or privileges by the unauthorized use of a distinguishing license plate, removable hangtag, or temporary removable hangtag; and
3. to park or leave standing any vehicle so as to obstruct a curb ramp or curb cut for handicapped persons. Vehicles found in violation of the above regulations will be cited and towed at the owner's expense.
