Process and Operation of the Division of Health Sciences Organizational Structure Assessment Team

Welcome
Welcome to the Division of Health Sciences Organizational Structure Assessment Team (OSAT) webpage. This site will be updated regularly with information related to the ongoing work of the OSTA. Links are provided for communication and information for faculty, staff, and students throughout the HSD and ECU. They include a universal e-mail address (dl_dhso@ecu.edu) that can be used by anyone wishing to communicate organizational information, opinions, ideas, and concerns to all members of the Assessment Team. Also included are links to HSD and ECU organizational charts and the Executive Summary from the 2005 Association of Academic Health Centers publication Organization, Management, and Research in Academic Health Centers. This AAHC publication and another entitled Organization and Management of the Research Enterprise: Vice Presidents for Research (Rubin and Black, 2004) are available for review through the reserves collection at the Laupus Health Science Library. Additional information links will be added in the future. We hope that all members of the HSD and ECU community will routinely visit this site and participate in the planned forums and communication avenues so that everyone has the opportunity to provide constructive input into an organizational structure that will best support the future growth and vitality of the Division of Health Sciences.

Assessment Team Composition

The OSAT is composed of 11 faculty and administrators representing the Schools of Medicine, Nursing, Allied Health Sciences, Dentistry, the Laupus Health Sciences Library, and the ECU East Campus. Within the Brody School of Medicine, the clinical and basic science areas are represented. Individuals that would consider the overall needs of the entire Division were selected for membership on the Assessment Team. Members of the OSAT include:

The Assessment Team will have 90 days from its appointment to obtain division-wide and ECU input, synthesize collected information, and develop a report with recommendations to be submitted to Dr. Phyllis Horns, Interim Vice Chancellor for the Division of Health Sciences, by April 15, 2007.

 

Why was the Assessment Team Created?

With recent leadership changes in the Division of Health Sciences and the Brody School of Medicine and the reorganization underway with the Medical Family Practice Plan, Chancellor Ballard considered this to be an appropriate time to revisit the organizational structure of the HSD. Historically, the role of Vice Chancellor for HSD has been held by the Dean of the Brody School of Medicine, and recent years the two positions have been separated and held by two different administrators. Whereas some faculty in BSOM felt the two positions should be combined, faculty in the School of Nursing and the School of Allied Health Sciences felt that when the positions were combined, there was a lack of Division-wide representation especially during budget negotiation and allocation at the University-level. Recent budget information provided by Gary Vanderpool, Associate Vice Chancellor for HSD Administration and Finance indicated that the cost of a separate Vice Chancellor’s office was high. However, at the same time, record amounts of University resources were garnered for the Division because of active participation by the Vice Chancellor’s office in the budgeting process. Discussion regarding the best organizational structure for the Division continues and this is an opportune time to explore governance models. In an effort to generate Division-wide participation and support through a productive dialogue of the issues and solutions, Interim Vice Chancellor Horns created the Organizational Structure Assessment Team and gave it the following charge.

 

Charge

The purpose of the OSAT is to reinvestigate the governance structure of the Division of Health Sciences (HSD) through the following questions.

  1. How do we want the HSD to function?
  2. What are the outcomes expected from the Division?
  3. What structural elements are needed to make this work?
  4. Can we afford a separate HSD?
  5. Is the HSD a sustainable entity?
  6. Do we need a separate Vice Chancellor for Health Sciences or could this be recombined with the dean of BSOM or one of the other dean roles?
  7. Should the Schools of Nursing and Allied Health Sciences report to the Provost, or any other possible models?
  8. How will dentistry factor into this model once it comes on board?

In general, the OSAT is charged with examining the “big picture,” the overall vision of our division-wide organizational structure. Internal issues or restructuring of individual schools and the library, centers and institutes, departments, or programs are not part of the Assessment Team’s charge.

 

Model of Operation

Following are the proposed steps to be followed by the Assessment Team in accomplishing its charge.

  1. Meet to review and refine information requirements (i.e., questions to be answered).  (January 10, 2007)
  2. Obtain information on other Academic Health Center governance models and organizational structures (e.g., from AAHC) and review in order to consider appropriate models.  Conduct interviews with key HSD, ECU, and AAHC leaders to collect information on governance models, HSD finances, future relationships with other ECU divisions, and opinions and trends regarding current and future organizational structures.  (Ongoing)
  3. Post an active web page on the HSD web site that will notify all faculty, staff, and students in the Division about OSAT’s role and information needs, and that will provide resources to enhance individual knowledge about the issues. (February 16, 2007)
  4. Hold four public forums in the Brody and Health Sciences (HSB) Buildings to generate input on our charge and to obtain any other relevant information.  Forums will be web-streamed and also made available for viewing on the HSD web page.  Information will also be received and reviewed through the Assessment Team’s e-mail address, dl_dhso@ecu.edu.  The dates and times of the four Forums are:

  1. Synthesize and post findings from forums and e-mail responses for 1 week (March 30 to April 6) for public comment.
  2. Write a report with recommendations and submit to Interim Vice Chancellor Horns by April 15
  3. Post final document on OSAT web page following Chancellor Ballard’s review.

What to do before Attending a Forum or Providing Input
Review the organizational charts of the university and divisions linked on this web page, and read all attached documents. Become familiar with the Assessment Team’s charge and consider your responses within this framework. Actively participate in one or more forums and feel free to provide comment through the OSAT e-mail address (dl_dhso@ecu.edu). Continue to visit this web site for new information posted for your review and response. Your participation is essential to ensure that all voices are heard and positions considered as the OSAT writes its final report.
