General Description of the Organizational Unit: The chief executive officer and senior academic leader of the Brody School of Medicine (BSOM) is vested in the joint positions of Dean of Brody School of Medicine and Senior Associate Vice Chancellor for Medical Affairs in the Division of Health Sciences. As Dean and Senior Associate Vice Chancellor for Medical Affairs, this individual reports to the Vice Chancellor for Health Sciences (VCHS).
The Dean of the BSOM is key member of the Health Sciences Division leadership. The Division is comprised of the College of Allied Health Sciences, the College of Nursing, the newly formed School of Dentistry, the Brody School of Medicine, the East Carolina Heart Institute, the Metabolic Institute, and the William E. Laupus Health Sciences Library. The division has approximately 700 faculty and 1200 staff in total.
The Brody School of Medicine has 11 clinical academic departments, 7 basic science academic departments, and the Leo W. Jenkins Cancer Center.
As Dean, he/she is responsible for all planning, policy, operations, and oversight of academic, clinical, and research programs of the clinical departments, basic science departments, the centers and the academic support units of Brody School of Medicine. The Dean will have financial authority over the state appropriated budget, extramural research funding, practice plan revenues and expenses, philanthropic funding, and other financial matters for the School. The Dean will hold a tenured academic appointment with senior rank in the medical school department appropriate to the individual’s qualifications.
As Senior Associate Vice Chancellor for Medical Affairs (SAVC), he/she is responsible for helping integrate patient care activities within the components of the Health Sciences Division and across the University. In this role, the SAVC will function as the direct liaison between the BSOM and the hospital system. These responsibilities include direct communication and consultation, and an indirect reporting link, with the Chancellor.
The Brody School of Medicine was founded in 1971, initially as a one-year school. The first four-year class was enrolled in the fall of 1977. The School’s mission was provided by the N.C. General Assembly with a tripartite mission:
- to educate primary care physicians for the state of North Carolina;
- to increase access to a medical education for minority and disadvantaged students; and
- to improve health care services in eastern North Carolina.
The Dean is responsible for all educational programs of the school including those offered in affiliated settings for clinical education. Educational programs presently consist of the doctor of medicine degree, six programs leading to a doctor of philosophy degree, the master of public health degree, collaboration with other disciplines toward a master’s degree, and some specialty certification programs. The School trains residents and clinical fellows and provides continuing medical education in specialty areas operated under the purview of the school.
Duties:
The Dean and his/her staff are responsible for curriculum, selection and promotion of students, and for maintaining the accreditation of the school and its programs.
The Dean is responsible for preparation, recommendation, and supervision of the budgets for the school. The Dean has responsibility and authority for the administration of the Medical Faculty Practice Plan. Management of space and facilities is also the responsibility of the Dean’s office. Oversight of scientific investigations and scholarly publications is conducted by the Dean’s office.
The Dean is the spokesperson for the school with appropriate state and national associations and organizations, and with the community medical care delivery system. He/she represents the school on university-wide committees and councils, including the Graduate Administrative Board, the Academic Council, and the Chancellor’s Cabinet. The Dean meets on a regular and on an ad hoc basis with counterparts in the University to maintain effective relationships between the school and others in the University. The Dean is a permanent member of the Board of Trustees of the Pitt County Memorial Hospital (PCMH).
The Dean represents the school in appropriate groups and councils dealing with plans and policies for medical education on a statewide basis; these include among others, appropriate individuals and groups at the UNC General Administration State of North Carolina Institute of Medicine, the North Carolina Medical Society, and the Area Health Education Center program for the State. At the national level, the Dean represents the school on appropriate committees and councils of the Association of American Medical Colleges and the American Medical Association, and other national organizations and agencies concerned with medical education.
After advice and consultation with appropriate faculty committees, the Dean reviews and recommends appointments, promotions, tenure, retentions, dismissals, and salary adjustments for faculty and administrative staff. The Dean appoints committees in the School, and is an ex-officio member of all committees.
Specific Responsibilities:
The Dean and SAVC has the following specific responsibilities:
- Serve as the Chief Executive Officer (CEO) of ECU Physicians, the clinical enterprise of the Brody School of Medicine, with responsibilities for financial, strategic and operational activities. Make periodic reports to the VCHS, Chancellor & ECU Board of Trustees regarding the financial and operational status of ECU Physicians.
- Serve as the chief contact with the CEO of the University Health System of Eastern Carolina (UHS) and the President of PCMH for all matters relating to the School, clinical care, and the practice of medicine. This includes strategic clinical and operational interactions between the institutions.
- Collaborate with others in formulating and executing a Health Sciences Division strategic plan. The Dean and SAVC play an integral role in advancing the University’s mission to improve human health in eastern North Carolina.
- Lead the growth of the BSOM’s academic infrastructure, especially in research, to increase the School’s national recognition. This is coordinated with the Vice Chancellor for Health Sciences and the Vice Chancellor for Research and Graduate Studies.
- Maintain the School’s accreditation by the Liaison Committee for Medical Education and SACS, while introducing innovative educational methodologies into the relevant curricula.
- Responsible for all accreditations related to the research and clinical missions.
- Responsible for the Leo W. Jenkins Cancer Center and the Diabetes and Obesity Center.
- Advise the Vice Chancellor for Health Sciences and the Chancellor on all matters related to the practice of medicine and the education of physicians, biomedical scientists, and public health professionals.
- Supervise and mentor department chairs, center directors, and other leaders within the BSOM, to assure that the School develops future leaders.
- Encourage and support interdisciplinary research and education opportunities between BSOM and other units throughout the university.
- Recommends personnel actions including appointment, promotion, tenure, compensation and termination to the Vice Chancellor for Health Sciences.
- Approve space resource assignments in all School facilities and planning for renovation, construction and acquisition of facilities, as coordinated with appropriate University officials.
- Carry final responsibility and initial signature authority for all contracts with agencies and institutions external to the University.
- Serve as the primary fund-raiser for the School, in concert with the ECU Medical & Health Sciences Foundation.
- Serve as the primary legislative spokesperson for the School, coordinating the Vice Chancellor’s legislative efforts by serving as the primary legislative spokesperson for the School.
The Dean also assumes any additional duties assigned by the Vice Chancellor for Health Sciences.
How the position meets the guidelines for the SAAO category:
As Dean, this position qualifies as a Senior Academic and Administrative Officer, as defined by University of North Carolina Policy Manual, 300.1.1, Section I.A.. The Dean has substantial independence of administrative authority and discretion in all areas of responsibility.
Minimum Qualifications:
Minimum educational requirements include an appropriate terminal, specifically MD or equivalent degree. An appropriate terminal degree in another health related field would be considered. If a physician, must be certified by a body recognized by the American Board of Medical Specialties and must be eligible to receive an unrestricted medical license from the North Carolina Medical Board.
