Department of Public Instruction’s Associate Superintendent
for Finance to Speak on Leandro Case

 

Greenville, NC - Philip Price, Associate Superintendent for Finance at the Department of Public Instruction (DPI), will make a presentation on Leandro and its implications for the future of funding and state education policy in the Willis Building at 11:00 on Tuesday, November 1, 2005.

Speaking along with Price will be Robin Johnson, a key education staff person for the NC General Assembly.  Philip and Robin will speak for about 30 minutes and will be available to take questions afterwards. 

Please join the Department of  Leadership Education (LEED) faculty for this opportunity to hear from two key state education officials about a major development in the policy environment within which we and many of our students will be working over the next several years.  

The Leandro case or, Hoke County Board of Education vs. North Carolina State Board of Education involves 5 school districts that sued the State Board of Education for inadequate state funding to educate at-risk students; they were later joined in their suit by 5 additional districts.   

Judge Howard E. Manning issued his judgment in the Leandro case on April 4, 2002.  He stated that both the local educational agency and the State are responsible for correcting these violations.  The entitlements he identified for every public school student are:
  1. that every classroom be staffed with a competent, certified, well-trained teacher who is teaching the Standard Course of Study using effective educational methods to provide differentiated, individualized instruction, assessment, and remediation;
  2. that every school be led by a well-trained competent principal with leadership skills and the ability to hire and retain teachers described above; and
  3. that every school be provided, in the most cost-efficient manner, the resources needed to carry out the effective instructional program within that school.
