Campus Emergency Operations Plan

Environmental Health & Safety maintains the Campus Emergency Operations Plan.  This plan predetermines actions to be taken by individuals and departments at East Carolina University, and in some instances, local and/or state agencies in order to reduce the vulnerabilities of people and property to disaster to establish capabilities for responding effectively to the actual occurrence of a disaster.

INCIDENT COMMAND:

It is the responsibility of East Carolina University to protect life and property from the effects of hazardous events.  All decisions concerning the discontinuation of any university function, cancellation of classes, or cessation of operations rest with the Chancellor or his designee.  The University emergency operations will follow and adhere to the Incident Command System Universal Command system protocols.  Duties of administrators and officers of the university are included in the Campus Emergency Operations Plan. 

The Emergency Coordinator (University Incident Commander) shall be the senior level official responding to the incident or designee.  The University has designated key administrators to form an Emergency Management Team to direct university options.  This team will be responsible for assisting in critical decisions and goals.  An Emergency Command Center (EOC) will be established as the base of operation for all emergency management activities and consists of the Emergency Management Team who will assist in response and recovery activities. 

All emergency situations shall be classified in Levels.

LEVEL ONE EMERGENCY: 

A Level One Emergency involves response and resources from within the university only. 

LEVEL TWO EMERGENCY: 

A Level Two Emergency requires assistance from individuals or agencies external to the university. 

The Campus Incident Commander may elevate a Level One to Level Two as needed to provide for the protections of the public, students, and staff.  Greenville Fire and Rescue will assume Incident Command for any situation under their responsibilities.

At the onset of an emergency, the Emergency Coordinator (University Incident Commander) or designee shall proclaim a state of emergency.  Termination of a state of emergency shall be declared by the Emergency Management Team or designee.

FOUR PHASES OF EMERGENCY SERVICES:

Mitigation: Prevent the occurrence of an emergency or minimize the potentially adverse effects.

Preparedness: Planning, training, and exercising are among the activities conducted under this phase.

Response: Direction and control, warning, evacuation, mass care, etc. to reduce casualties, damage, and recovery.

Recovery: Restoring systems to normal either through short-term or long-term actions.
