Most people will get a simple template that looks like this:
Just fill in the "system name", starting and end times, the date and a brief reason for the downtime. Except for the date field, which has a date picker built in, all the fields can be filled with any text desired. So, if the end time isn't known, it would be fine to put "TBD" or "Unknown" there - it doesn't have to be a properly formatted time. There are no real limits on the number of characters you may enter.
A few people will get a free text field instead of the template. In that case, any desired text could be entered.

If an email is sent as part of the notification and this field is filled in, then a line is included in the email text that reads: "System/Service: [entered text]" (where [entered text] is the value entered in this field.

By default, this field is hidden. It can be revealed by clicking on the word "Questions", which will then show the boilerplate text for this field if it needs to be edited.

The link that will be included in any email. Unless an event has its own webpage, then the default value of "http://www.ecu.edu/cs-itcs/allnotices.cfm" should be left (the last time it was not set to the default was in 2006).

The last day that the ITCS webpage and the notifications page (http://www.ecu.edu/cs-itcs/allnotices.cfm) will displaying the notice. The notice stops appearing at mid-night on the day listed. So, if the date is 8/9/2011, then the notice will appear at 11:59 pm on the 9th, but disappear at 12:00 am on the 10th. Required.
If the same date is entered for both the start and the stop day, then the notice would only appear that day only.
Check All Students or All Faculty/Staff, if desired. In the text box, put any other email addresses, comma-separated, that you want to send the email to. If no email addresses are entered and neither check box is checked, then no email will be sent.
Enter a comma-separated list of building names to send emails to individuals within those buildings. There is a link next to the text box that lists all buildings.
The type of notice. The only real significance is that if you select "System Status (Unplanned)" then emails will not be sent out, regardless what was entered above.
