Eligibility: Joyner Library is pleased to supply libraries across North Carolina and around the world with access to our collections. Requests from businesses, organizations, and individuals who are not affiliated with a library should make their requests through their local public library or use a commercial document delivery service. K-12 school libraries in select Eastern North Carolina counties may be eligible to use ILL Document Delivery by participating in the Educator Card School program.
Submitting Requests: We prefer to receive requests through the OCLC Resource Sharing system to OCLC library code ERE. If you cannot access the OCLC network, please create a Joyner Lending ILLiad account and then enter your requests through that interface; doing so will increase accuracy and delivery speed. If you do not think you will make future requests from Joyner Library, you may instead submit an ALA form or an IFLA form by fax +1-252-328-6618, e-mail jis@ecu.edu, ARIEL ariel.lib.ecu.edu, or Odyssey 150.216.68.52/ILL. We will not accept telephone requests because of the amount of information needed for a request and the likelihood of transcription error. If you qualify for the Educator Card School program, your request should be submitted through ILL Document Delivery rather than ILL Lending. ECU's Laupus Health Sciences Library has its own ILL department.
Due Dates and Renewals: The typical loan period for most materials is 60 days. Renewals are allowed for most materials and are typically granted for an additional month. Some materials must circulate for shorter periods; likewise, some materials cannot be renewed. Please check any paperwork we send with the loaned material for the exact due date and any restrictions. Multiple requests for the same item for the same patron are highly discouraged. All materials may be recalled immediately upon request for use by our patrons.
Fees: Loans and photocopies are free of charge to all institutions with which we have a reciprocal agreement. Other institutions may be charged lending fees. We participate in OCLC's IFM service and encourage all payments to be made via this service. We also accept credit cards (VISA and MasterCard), checks, and IFLA vouchers.
Expedited Shipping: Materials being loaned to KUDZU participants are shipped via UPS. Materials being loaned to sister UNC system libraries are currently also shipped via UPS. Libraries within North Carolina that participate in the state courier system will have materials shipped to them via that service unless we are otherwise informed. Most loans to other institutions are shipped using the US Postal Service at the library rate, which can take over a week to arrive. To arrange expedited shipping via FedEx or UPS to your institution at your expense, please contact us.
Return Shipping Addresses: Please use the following addresses to return materials to Joyner Library. If you use these addresses and shipments are returned to you or if you are billed UPS or FedEx address correction fees, please let us know.

North Carolina State Courier System recommends the following. This service is only used by NC government agencies, UNC system libraries, and participating K-12 schools and public libraries in North Carolina.
Rush Requests: Rush Requests are accepted as staffing allows. To ensure your request receives prompt attention, we suggest you call 252-328-0239 or 252-328-6068 in addition to sending your request via OCLC or faxing your ALA request to 252-328-6618. If we do not fulfill your request within the RUSH time period, we will not charge our RUSH fee.
Government Documents: As a selective US Government repository, Joyner Library has many government documents, but not all of them have been cataloged. We also subscribe to and can provide documents from the LexisNexis Congressional database of government documents.
Lending Restrictions: Due to policy restrictions, Joyner Library does not usually provide the following materials types to other libraries. Members of the University of North Carolina system and KUDZU consortium have special access to some of these restricted materials; if you are a member, please contact us for details. If we are unable to loan a printed item, we usually can photocopy sections thereof within reason and copyright restrictions. While we generally are willing to loan materials to non-US libraries, please note that we may not always be able to do so. Copyright compliance must be indicated on all requests for photocopied or scanned materials. We reserve the right to refuse any request that may infringe copyright laws and guidelines.
