Collection Development is responsible for allocating the library's acquisitions budget and making decisions regarding selection, retention, preservation, and deselection of library materials.

Joyner Library's Collection Development department serves two missions:

• To manage and develop the physical and digital collections necessary for supporting teaching and research for the East Carolina University community; and
• 
  
• To lead the University in responding to changes in scholarly communication, including the promotion of The ScholarShip Institutional Repository.
