Student-Athlete Advisory Council

CONSTITUTION & BY-LAWS
PREAMBLE
Serve as a liaison between the athletic teams and the Office of Student Development in the development of support services and enrichment programs for student-athletes.
Emphasize academic opportunities and responsibilities of student-athletes in their college experience.
Encourage student-athletes to apply what they learned in athletics to their course of study and ultimately, to their career development.
Assist in the implementation of orientation programs for student-athletes.
Encourage the development of leadership skills for student-athletes.
Promote positive relationships between student-athletes and the staff and faculty of the University and the residents of the community.
Assist in the implementation of programs that will promote a positive image of intercollegiate athletics and the student-athlete.
ARTICLE I
This organization shall be known as the Student-Athlete Advisory Council.
ARTICLE II
All council members must reside at East Carolina University for one year and must be of sophomore, junior or senior status. Members may serve no more than three (3) years on the Student–Athlete Advisory Council.
Council members must be full-time student-athletes listed on the coaches’ eligibility roster (active or inactive) and have a cumulative 2.0 GPA. Inactive student-athletes are defined as those currently red-shirting.
There will be no more than two (2) representatives for each team serving on the Council during each academic term.
When a vacancy occurs, the current team representative and coach will select the team member to serve in the unexpired term and subsequent terms.
ARTICLE III
SECTION 1
The officers of the Advisory Council shall consist of a President, a Vice President, a Secretary/Treasurer, and a Parliamentarian.
A majority vote of the membership will be used as the selection process for officers. This vote will be taken by secret ballot.
Election of officers shall be held at the last regular meeting of the academic year, preceding the year of service.
SECTION 2
PRESIDENT: Shall preside over all Advisory Council and Executive Board meetings.
VICE PRESIDENT: Shall act in the absence of the President.
SECRETARY/
TREASURER: Shall be responsible for taking active minutes at each meeting. Responsibility shall also lie in organizing the committees.
PARLIAMENTARIAN: Shall be responsible for parliamentary procedure for all advisory meetings and shall supervise the election of officers.
SECTION 3
The Council will elect new officers to fill any vacant position if the elected officer is unable to carry out his/her obligation. The only exception applies to the office of President, in which case the Vice President will assume the responsibility.
The President, if so desired, may appoint an Interim Secretary who will be responsible for filling the spot of the Secretary if the Secretary is not present at a meeting.
The standing committees shall be the following:
Food Committee
Freshman Mentor Committee
Newsletter Committee
Special Projects
The chair of each standing committee shall become a member of the Executive Board along with the President, Vice President, Secretary/Treasurer, and Parliamentarian.
The chair of the standing committee shall be elected by the membership of the committee.
SECTION 4
The procedure for voting up or down will be a majority of the members present at a meeting. The President has no voting power, except in the case of a tie, the President will cast the deciding vote.
Members of the Student-Athlete Advisory Council will vote on the By-Laws of the Constitution. Ratification will be a majority vote of the council members present.
ARTICLE IV
The Executive Board (the elected officers of the Student-Athlete Advisory Council and the chair of each of the standing committees) has the power to rule on behalf of the Advisory Council when necessary.
ARTICLE V
A regular meeting shall be held once a month. The first meeting should occur no later than the third week of the academic semester.
A monthly meeting date shall be voted at the first meeting and shall stand for one semester only.
A quorum shall occur if half plus one of the team representatives are present at the meeting. If a representative misses three unexcused meetings they will be removed from the Council.
Regularly scheduled council meetings will be “open” meetings, unless otherwise stated with appropriate notice and reason.
The meetings of the Executive Board will be “closed” meetings. The Board may open the meeting by invitation.
ARTICLE VI
Any and all fund-raising activities will follow athletic fund-raising procedures and must be granted approval by the Council’s advisor.
No expenditures shall be made without approval of the Council’s advisor and the Council’s Secretary/Treasurer.
ARTICLE VII
The faculty advisory shall be the Assistant Athletic Director for Student Development or his or her designee.
ARTICLE VIII
All Amendments must be passed by 2/3 vote of active membership.
