With the student body president's approval, the student government legislature has the power to appropriate money that is received from a portion of student fees. These funds are allocated by the legislature to various organizations that have legislatively approved constitutions. In addition, the legislature allocates funds to the executive branch of SGA for its own operation. The legislature is also charged by the constitution to be a forum for student views. During the year, various resolutions and bills are voted on by the legislature. After being introduced in the legislature, they are assigned to the proper committee within this body.

The Legislative Branch of the Student Government Association, also known as the Student Congress, is a representation of the student body of East Carolina University. The legislative body is a collective group of ECU students who strive to make East Carolina University a greater university by protecting the rights and privileges of the student body, by working in conjunction with the university administrators to expound upon these rights and privileges.  The Congress meets once a week during the regular academic year.
