Memorandum of Understanding
Community agencies wishing to partner with the VSLC are required to sign a Memorandum of Understanding (MOU). This MOU is re-evaluated every three years or at the request of either signing parties. If you would like to partner with the VSLC, please contact Austin Robey (robeyr@ecu.edu), Interim Program Coordinator, to schedule a meeting.
Guidelines
1. The Community Partner Agency (CPA)

Assists the VSLC in the development and monitoring of volunteer and service-learning assignments.

Provides the VSLC with information about available volunteer and service-learning opportunities.

Keeps a record of VSLC volunteer hours and reports them to the sponsoring organization if requested.

Provides on-site training and supervision of all volunteers and service-learners.

Confers regularly with the sponsoring organization to assess the program.

Designates a contact person or persons to serve as liaison with the VSLC.

Has the right to request that VSLC remove a volunteer or service-learner from an assignment.

Provides supervision of volunteers and service-learners working with vulnerable populations (age, competence, etc.).

Re-enforces that volunteers and service-learners should be registered with the VSLC prior to beginning service.
2. The Volunteer & Service-Learning Center (VSLC)

Recruits and registers volunteers and service-learners.

Assists in the development of volunteer assignments, orientation, training and other project-related activities with assistance from the Community Partner agency.

Refers volunteers and service-learners for placement to the Community Partner agency.

Furnishes adequate accident and liability insurance coverage as required by VSLC guidelines.

Monitors and evaluates service-learning projects/activities.

Provides VSLC orientation to volunteer coordinators at the Community Partner agency.

Reviews volunteer and service-learning activities.
3. Mutual Responsibilities

Transportation: the CPA and VSLC agree to remind students that they are responsible for their transportation to and from the service sites.

Separation from service: the CPA may request the removal of a volunteer or service-learner at any time. The VSLC may recall a volunteer or service-learner at any time. A volunteer or service-learner may resign from service at an agency or from the program at any time. (Terms of removal will be stated and filed)

Endorsement: the VSLC and the CPA agree that the assignment of volunteers or service-learners to a CPA does not constitute the adoption or endorsement of the views of the CPA by the VSLC or ECU.

Restricted activities: the VSLC and the CPA will not request, assign volunteers or service-learners to conduct or engage in religious, sectarian or political activity or instruction.

Displacement of employees: the VSLC and the CPA will not assign volunteers or service-learners to any activities which would displace employed workers or impair existing contracts for services.

Prohibition of discrimination: the VSLC and the CPA agree that there shall be no discrimination on the basis of race, religion, age, color, creed, sex, national origin, or physical disability in either the selection of volunteers or as to any aspect of the clinical practice experience; provided, however, that with respect to disability, the disability must not be such as would, even with reasonable accommodation, in and of itself preclude the student's effective participation.

Amendments: this Memorandum of Understanding may be amended at any time in writing by agreement of both parties.
