Constitution
 
Founding Date: 1965
PREAMBLE

This constitution establishes the purpose and organization of the ECU Poetry Forum.
ARTICLE I - Name
Section 1. The name of the organization is the ECU Poetry Forum.
ARTICLE II - Purpose
Section 1.
The ECU Poetry Forum encourages the composition and discussion of various styles of poetry among members of the ECU community.
ARTICLE III - Membership
Section 1.
All East Carolina University students, faculty, staff, and spouses are eligible for membership.
Section 2.
No eligible member shall be barred for personal reasons, or because of race, creed, national origin, or campus politics.
ARTICLE IV - Officers and Committees

Section 1.
The officers of the ECU Poetry Forum (hereinafter the "Club") shall be a President, Vice-President, Secretary-Treasurer, and one Faculty Advisor.
Section 2.
Except for the Faculty Advisor, the officers shall be currently enrolled students at East Carolina University.
Section 3.
All officers shall be elected by secret ballot, except where there is only one nominee, and a majority of total votes cast shall be necessary to elect.  Elections shall be conducted in the fall semester.  Terms of office shall be for one year, although officers may be re-elected.
Section 4.
Nominations shall be made from the floor.
Section 5.
The duties of the officers shall be those that devolve upon such offices and are as follows:
1. The President shall act as Chief Executive and Administrator at all meetings and perform all functions of the office consistent with the policies and by-laws of the chapter.  The President shall be authorized to appoint all committees whose membership has not been otherwise provided for in these by-laws.  The President shall consult with the Officers in the preparation of an annual budget request to submit to the Student Government Association.
2. The Vice-President shall assume the duties of the Chief Executive of the Club in the absence of the President and shall fill the unexpired term of the President when the office is vacant, upon confirmation by the Club.
3. The Secretary-Treasurer shall be the fiscal officer for the Club, performing such duties as the club may assign, including:
  a. receive, disburse, invest, and properly manage and record all financial transactions for the Club, consistent with its policies and by-laws
b. Provide complete records and cooperate with the auditing committee to report the financial status of the Club annually at the last meeting of the Club during the year of office.
 c. Record the minutes of meetings of the Club and circulate these to members for corrections.
d. Provide the Club with a brief written annual summary report of activities during the past year of office at the last meeting of the Club.
4. The Faculty Advisor shall be the Club's liaison with the University and work with the Club's officers to achieve its purposes.
Section 6.
A vacancy among the officers shall be filled by appointment by the remaining officers and the faculty advisor.
ARTICLE V - Meetings
Section 1.
Regular meetings for the election of members and the transaction of business shall be held at least once each semester, and additional meetings may be called at any time by order of the President.
Section 2.
Fifty (50) percent plus one (1) of active members must be present to hold a meeting.
ARTICLE VI – Executive Board
Section 1.
The officers of the Club, including the Advisor, shall constitute the Executive Board.
Section 2.
The Executive Board shall have general supervision of the affairs of the Club between its business meetings, fix the hour and place of the meetings, make recommendations to the Club, and shall perform such other duties as are specified in these bylaws.  The Board shall be subject to the orders of the Club, and none of its acts shall conflict with action taken by the Club.
Section 3.
Unless otherwise ordered by the Board, regular meetings of the Executive Board shall be held at least once a semester.  Called meetings shall be held upon the written request of three members of the Board.
ARTICLE VII - Finances

Section 1.
All active members shall pay annual dues of $5.00 for students, faculty and staff during the academic year to the Secretary-Treasurer.
Section 2.
Prior to the close of each official term the President shall appoint an auditing committee, composed of two active members, one of whom must be an active faculty member, to audit the accounts of the treasurer and to report at the final Spring Semester meeting.
ARTICLE VIII - Parliamentary Authority

Section 1.
The parliamentary authority shall be Robert's Rules of Order, latest edition.
ARTICLE IX - Order of Business

Section 1.
The order of business for all regular meetings shall be as follows:
     1. Call to order
     2. Reading of minutes of previous meeting
     3. Unfinished business
     4. Reports of committees
     5. New business
     6. Voluntary remarks
     7. Poetry Reading
     8. Adjournment
Section 2.
The regular order of business may be changed by the Club when desired.
ARTICLE X - Amendments and Suspensions of By-laws

Section 1.
These by-laws may be amended by three-fourths vote of the active members present at a meeting called for the purpose, or where this purpose has been mentioned in the call.
Section 2.
In case of an emergency, any part of these by-laws may be suspended by three-fourths vote of the voting members present, but only for a single meeting.
ARTICLE XI - Faculty Advisor

Section 1.
The faculty advisor may be chosen from volunteers willing to serve.
