MR. ROBERT SCOTT BARKER is from Lockport, Illinois and moved to Greenville, North Carolina in August of 2015 after retiring from the U.S. Army with over 30 years of active duty service. He enlisted as a Private and left the army as a Colonel. Upon relocating to Greenville, he taught a few classes at East Carolina University prior to starting his employment with the Small Business and Technology Development Center (SBTDC) as a Procurement Counselor. He will resume teaching at ECU for the Fall 2018 semester.
He is currently involved with several veteran advocacy groups in the area to include the Pitt County Veterans Council, the East Carolina Veterans Coalition, and the Eastern North Carolina Military Retiree Council.
While on active duty, Scott served seven overseas assignments (16 years) to include Panama (twice), Germany, Portugal, Iraq, France, and Chile. Three of these assignments were in U.S. embassies where he worked as a military attaché and security assistance officer under the Foreign Area Officer (FAO) program.
In addition to assignments as an FAO, Scott served in various logistical and intelligence assignments over the years. He is a three-time graduate of the Defense Language Institute and speaks Spanish, Portuguese, and French.
His military awards include: Legion of Merit, Bronze Star, Defense Meritorious Service Medal, the l'Ordre du Merite Nacional (National Order of Merit from France), and the Medalla Nacional de Merito (National Medal of Merit from Chile).
Scott's education consists of a Bachelor degree in Spanish from the University of Houston, a Master of Strategic Intelligence degree from the National Intelligence University, and a Master of Strategic Studies degree from the U.S. Army War College.
He is married to the former Monika Rygalska of Morag, Poland and they have three children.
