Patricia Mitchell, M.P.A., D.P.A.
Patricia Mitchell is the Director of Economic Development for Ashe County NC, a position she began in December 2004. As Director, she is responsible for the recruitment, retention and expansion of business and industry and entrepreneurship activities. She is the support person for the economic development activities of the County Manager and the Board of Commissioners. In addition to being a Visiting Assistant Professor for ECU, Dr. Mitchell serves as Graduate Affiliate Faculty at Appalachian State University where she teaches Public Budget, Economic Development Policy and Finance, and Grant Strategy courses in the MPA program. She is an Adjunct Professor in the Huizenga School of Business at Nova Southeastern University in Fort Lauderdale FL where she teaches online classes in Public Budget and Public Finance for the MPA program.
Dr. Mitchell holds a Master of Public Administration and a Doctor of Public Administration from the University of Georgia with a concentration in public budgeting and financial administration. Her Bachelor of Arts degree from Berry College (Rome GA) is in English and Language Arts.
Prior to her current position, she served as Assistant Professor in the Department of Political Science at ECU where she taught courses in the Master of Public Administration program including Economic Development Policy (PADM 6123), Public Budgeting and Finance (PADM 6120), and Politics and Management in Public Agencies (PADM 6100). She taught undergraduate courses in State and Local Government, Introduction to Public Administration, and Government Fiscal Administration.
Dr. Mitchell is a nontraditional student who earned her master and doctorate degrees after several years in the public and non-profit sector. While completing her doctorate, she worked as a research assistant in the Applied Research and Publications Division of the Carl Vinson Institute of Government at the University of Georgia. Prior to returning to school in the mid-1990s, Dr. Mitchell was employed for twelve years in the metropolitan Atlanta area as a Business and Finance Manager for a 2600 member Methodist church, directed a 501( c )3 non-profit that provided leadership development programs for educators, and served an elected term on the Board of Education in Gwinnett County GA.
In addition to her public sector and academic employment, Dr. Mitchell serves on several national, state or local boards and commissions: National Association of Counties Steering Committee for Community and Economic Development; NC Economic Developers Legislative Committee; Northwest North Carolina Advanced Materials Cluster Board of Directors; NC Rural Economic Development Center Board of Directors; Elizabeth City State University Advisory Committee for Economic Development Curriculum; Ashe County Chamber of Commerce Board of Directors; Ashe Partnership for Children Board of Directors; Ashe Family Central Enterprise Corporation Board of Directors; Ashe Community Leaders Council; and is Co-Director of Leadership Ashe.
