Community Outreach Partnerships Center

Community Outreach Partnerships Center (COPC) Programs are funded by the U.S. Department of Housing and Urban Development and are designed to help colleges and universities partner with neighborhood organizations and municipal governments to rebuild communities. These projects focus on issues such as community organizing, health education, job training, business promotion, housing, and public safety.

Funding helps colleges and universities provide support and technical assistance to community-based groups and local governments. In addition, students have an opportunity to get practical experience working on community issues while neighborhood residents gain access to the knowledge and resources of colleges and universities.

ECU-Central Rocky Mount Partnership

East Carolina University was awarded a COPC grant in 2002. As a result of this award, a partnership was established with ECU, the City of Rocky Mount, local community organizations, and residents in six targeted neighborhoods (Clark Street/Branch Street, Happy Hill, Holly Street, Hillsdale, Little Raleigh, and South Rocky Mount).

The Partnership’s mission is to improve the quality of life for residents in central Rocky Mount and create stronger, healthier neighborhoods. The Partnership is committed to revitalizing deteriorating neighborhoods, improving residents' health status, and helping neighborhoods create a supportive environment where all residents are encouraged to actively participate in all aspects of community life. The goals of the Partnership include:

  • Educating residents about community needs and resources
  • Empowering residents to address their community problems
  • Evaluating community programs, services and needs
  • Enhancing the quality of community services and programs

Program Activities Include:

  • Conducting community education programs (grant writing, financial planning/budgeting)
  • Sponsoring health fairs and health education programs
  • Implementing grassroots leadership training programs in order to strengthen community-based organizations
  • Assisting non-profit organizations identify potential funding sources
  • Providing support services and technical assistance (needs assessments, program development) to non-profit organizations, neighborhood organizations, and municipal governments
  • Providing information about community resources to neighborhood organizations and local residents
