Homeland Security Information
The following provides terrorist awareness information and methods for the ECU community to report suspicious activity that may be related to terrorism. Should you witness any suspicious activity, you are encouraged to contact the East Carolina University Police Department immediately at (252) 328-6787, or by using any of the Emergency Blue-Light Telephones located on campus.
- Report to the ECU Police:
- Suspicious Individuals (especially those carrying suitcases or other containers, or those observing, photographing or asking questions about operations or security measures).
- Suspicious vehicles parked or operated in the vicinity of campus buildings.
- Abandoned parcels or suitcases.
- Any other activity you consider suspicious or out of the ordinary.
- Secure your personal ID, vehicle, computer, office windows and doors, etc.
- Be careful about giving out information; know who you are dealing with.
- Report suspicious packages if there is excessive postage or tape, misspelling of common names and addresses, or the package has an odor or appears to be leaking.

ISAAC (Information Sharing and Analysis Center) is a liaison with local, state and federal law enforcement agencies whose goal is to reduce North Carolina’s vulnerability to terrorism and criminally motivated events. ISAAC encompasses criminal information analysis, planning, crisis management and consequence management to secure the State of North Carolina from terrorist and/or criminal threats and attacks. GENERAL SECURITY PREPARATIONS:
The University Police recommends a number of heightened security and protective measures to the campus community for threat levels "Severe" (Red), "High" (Orange), and "Elevated" (Yellow). Actions to be taken during the different alert levels are as follows:
ALERT LEVELS: LOW - Green, GUARDED - Blue, and ELEVATED - Yellow
- Ensure your family is prepared for security threats with emergency home supplies.

- candles

- prescription medications
- other essentials
- Learn the locations of the nearest emergency shelters.
- Have an alternate, out of area or out of state, phone number where you can contact family members when local phone lines are disrupted.
- Be familiar with your work area’s emergency exit procedures (i.e., how notice is given, locations of exits and safe assembly areas) and identify the SAFE Building Captain assigned to your work area.
- Monitor campus communications and news sources for terrorist alerts.
- Review the US State Department’s travel warnings prior to traveling.
ALERT LEVEL: HIGH - Orange
- Continue preparations recommended under previous threat conditions.
- Monitor inventories of critical supplies and reorder if necessary.
- Carry or wear University identification at all times while at work.
- Housing residents should review their emergency plan.
- Contact University Police to review plans for public events.
ALERT LEVEL: SEVERE - Red
- Continue preparations recommended under previous threat conditions.
- Immediately report any suspicious or unusual activity to University Police or your supervisor.
- Avoid repeating unsubstantiated information or rumors.
- Be prepared that access to certain buildings may be restricted.
- Be prepared that certain parking areas may be closed.
