FW: Submission of New Course and Curriculum Change ProposalsFrom: Steve Estes [estesst@mail.ecu.edu] Sent: Sunday, November 13, 2005 11:03 AM To: Arnold, Ellen; Estes, Cheryl Cc: McGhee, Susan Subject: FW: Submission of New Course and Curriculum Change Proposals Attachments: Curriculum Process Flow C.doc Ellen and Janice Some feedback on your system. I went through the new curriculum proposal process with the HHP liaison, Susan McGee, and we discussed the following problem: Susan as liaison provided feedback to me prior to the submission of my proposal to our college committee. I ended up running between my department committee, the college committee, and liaison’s input, before submitting to Academic Standards and the UCC. I did not like doing this. I wasn’t sure for whom I was editing the proposal as I was answering to too many masters. Susan and I discussed this problem. My solution is to have the liaison, as the Dean’s representative, sign off on the proposal after the college/school committee signs off on the proposal. Or the Dean signs off – that part is between the dean and the liaison. See steps 3 and 4 in my word document. This means that the faculty deals with the liaison’s input once, and after faculty have had input into the proposal. (BTW, update your Deans on the webpage - you list Keats Sparrow as the A&S dean). Susan wants the liaison to be involved in the curriculum development process from the beginning. She can respond to you directly to clarify her thoughts. Administrative input normally occurs after faculty deliberation, so I designed a process where the dean’s input (the liaisons) occurs at an appropriate point. Such input parallels what we do with chair input, and is consistent with normal university procedures. I think liaison input should occur after the school/college committee deliberates, and should focus on the the form (filled out properly?), justification (SACS criteria, appropriate justification, etc.), and routing the proposal to the correct committee (Academic Standards, CTE, WI, etc.). Done this way the UCC gets the proposal with the input of the liaison, thereby solving the problems in incomplete or unedited proposals. I think that is the problem that UCC is trying to solve, not the “problem” of inadequate administration feedback into curriculum development. That is what I worked on when I was on UCC, serving as vice chair for two years. Know that the liaison’s input improved the proposal I developed – that part of your effort is working. But the liaison (Susan) and I would have gotten to the same place, and with a lot less running around on my part, if the liaison fulfills his/her duties at a specific point in the development process. I suggest we build a flow chart on your website. I’ve attached such a chart as a word document; maybe it will help. I included links to the appropriate forms and web pages. The flow chart should have all the info needed, links, etc., so the faculty does one stop shopping. You folks need to design this chart for what really happens – this is what I can see from my perspective. Susan and I will be appearing before your committee when my proposal gets that far. I can’t speak for Susan now, so I’m copying her so that she can respond when we all meet. The purpose of the liaison system is to expedite and streamline the process. Contacting your liaison early will make your process go more quickly and smoothly. Each unit or school now has a designated UCC liaison who will advise you as you prepare your proposal and facilitate the submission process. Your liaison will insure that the proposal package is complete and will be responsible for submitting it electronically to the UCC. Please see the Committee website noted below for a list of the liaisons for all units and schools. There you will also find forms and instructions for preparing proposals, agendas and minutes for UCC minutes. Please direct any questions to Co-Chair Ellen Arnold at arnolde@mail.ecu.edu.
