ECU Alert – Timely Warning – Motorized Scooter Thefts

The ECU Police Department is investigating reports of motorized scooters being taken from bike racks around main campus. To date, four individuals reported that their motorized scooters were taken by what appears to be the same group of perpetrators. Two motorized scooters were reportedly taken during the early morning hours of 11/11/2024 at the bike rack near Ballard Hall West, two motorized scooters were taken in the early morning hours of 11/13/2024 (one from the bike rack near Scott Hall and one from the bike rack between College Hill Suites and Tyler Hall). Locks have been broken to steal some of these scooters. There may be other victims that have not yet come forward. If you have information about these thefts, contact ECU Police (252) 328-6787.

While these thefts are larcenies by North Carolina state statute, they are considered motor vehicle thefts under the Clery Act.

ECU Alert – Timely Warning

Around 5:15 p.m. on 11/04/2024, ECU Police Department received a report of a sexual assault (rape) between individuals unknown to each other that took place in Garrett Hall in the early morning hours of 11/01/2024. According to the report, the alleged suspect took advantage of someone seeking assistance, would not let them leave the room, and sexually assaulted them. All individuals involved in this report have been identified. ECU PD is currently investigating. This incident is unrelated to the timely warning issued on 10/30/2024. If you start to feel concerns about a person or a situation, trust your feelings and try to remove yourself from the potential threat, even if it is someone whom you know. Please do not delay in calling 911. ECU Police strongly encourages the reporting of criminal or suspicious activity in a timely manner to assist us in intervening in potential criminal actively and apprehending suspects. A person is not at fault for being raped or sexually assaulted; the perpetrator is the one responsible. This safety information is offered to reduce the possibility of experiencing a crime, improve opportunities to receive prompt assistance, and increase everyone’s ability to be an informed bystander or witness. Free confidential and private resources are available to students who need assistance. ECU Alert – Timely Warning: Sexual Assault

Around 11:30 p.m. on 10/29/2024, ECU Police Department received a report of a sexual assault (rape) between acquaintances that took place in Tyler Hall the evening of 09/30/2024. The university has also received reports of the same individual inappropriately touching two different victims at off campus parties earlier this month. If you start to feel concerns about a person or a situation, trust your feelings and try to remove yourself from the potential threat, even if it is someone whom you know. Please do not delay in calling 911. ECU Police strongly encourages the reporting of criminal or suspicious activity in a timely manner to assist us in intervening in potential criminal actively and apprehending suspects. No victim is ever responsible for being raped or sexually assaulted; the perpetrator is the one responsible. No action or inaction by a crime victim makes that person responsible for being victimized. Nonetheless this safety information is offered to reduce the possibility of experiencing a crime, improve opportunities to receive prompt assistance, and increase everyone’s ability to be an informed bystander or witness. There are free confidential and private resources available to provide supportive measures through both the university disciplinary and criminal processes to all parties. This Timely Warning is intended to promote safety on campus and in compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act of 1990.

Hurricane Helene

Campus administrators continue to monitor forecasts for Hurricane Helene. As the storm moves into North Carolina, we are expected to receive strong wind gusts throughout the duration of today with brief periods of heavy rain. While the center of Helene remains well to our west, an outer band moving through today will bring showers and thunderstorms with possible isolated tornadoes, brief heavy rainfall, and gusty winds. At this time, classes and operations are expected to remain on regular schedule. Forecasts can change rapidly and significantly so continue to monitor local news and ECU emergency communications. Any updates to campus operations will be announced through ECU Alert. All family weekend activities are as operating as scheduled. This is a test of ECU's Emergency Notification System. If this had been an actual emergency, important information would be provided below. Users who have registered for ECU Alert text messages will receive an SMS text message. Registration for text messaging is available at alertinfo.ecu.edu Faculty, staff, and students are encouraged to download the free safety app LiveSafe at ecu.edu/LiveSafe . LiveSafe allows users to discretely and anonymously report suspicious activity and safety concerns to ECU Police. In conjunction with the test, the University is providing information regarding procedures for emergency notification, preparedness / response, and sheltering from a storm. Guidance for preparedness and response to specific hazards (to include RUN, HIDE, FIGHT) is available at alertinfo.ecu.edu . Test – Announcement Fall 2024

East Carolina University will conduct a full test of the ECU Alert emergency notification system at 12:25 p.m. on Thursday, Aug. 22. Thursday’s test will assess multiple communication systems including the ECU homepage, email, indoor and outdoor loudspeakers, VOIP phone text and voice, SMS text messages, desktop pop-up notifications, and messages on digital signs. People on campus will hear a voice message on their office telephones and on loudspeakers that will identify this as a test of the ECU Alert emergency notification system. Employees, students, and parents will also receive ECU Alert test emails to registered accounts. Digital screens located throughout campus will carry a test message. Users who have registered for ECU Alert cellphone messages will receive one SMS text message. Campus computer users are reminded that the university has a pop-up notification system, AlertUs, which will fill the computer screen with the ECU Alert message when activated. After the users have read the message, clicking “Acknowledge” will close the warning. Employees working remotely may also experience this pop-up notification. Registration for cellphone messaging is available by selecting the ECU Family & Community Registration tab at alertinfo.ecu.edu. Faculty, staff and students are encouraged to download the free safety app LiveSafe from their preferred App Store. LiveSafe allows users to discretely and anonymously report suspicious activity and safety concerns to the ECU Police Department. A recent addition to the app is the mobile panic button feature, which can be utilized when "Allow Location Access" is selected during its download. Additional safety features available on the app are GoSafe and SafeRide. We encourage all Pirates to download LiveSafe. It is the only app affiliated with the university with features specifically built for ECU.

The National Weather Service has issued a Tornado Warning for the Greenville area. Seek shelter immediately. Alert others to watch for severe weather. If you have personnel or friends working outside or in modular units, advise them to take shelter now. Should a tornado threaten our campus, seek shelter in the lowest level of a sturdy building. Go to an inner hallway, a smaller inner room, or a closet. Keep away from windows. Interior stairwells, bathrooms and closets are good shelters. Remain sheltered until the weather improves or you receive a follow-up (expiration) message. Continue to monitor the weather, your email, and these emergency messages at ecu.edu/alert.

Campus administrators continue to monitor forecasts for Tropical Storm Debby. The storm is expected to move into North Carolina Thursday night through Friday morning. Forecasts predict approximately 4-8 inches of rain in the Greenville area from today through Sunday. Potential impacts include heavy rain, flash flooding, thunderstorms, and the possibility of tornados forming. Wind speed is estimated to reach up to 25mph. At this time, classes and operations are expected to remain on regular schedule. Forecasts can change rapidly and significantly so continue to monitor ECU emergency communications. Any updates to campus operations will be announced through ECU Alert. Anyone traveling should pay close attention to the weather. All employees and students should use their own judgment based on their specific situation. Be careful of hydroplaning while traveling on wet roads. Do not drive through moving or standing water or around barriers. Stay tuned to local weather stations or the National Weather Service for the latest updates on Tropical Storm Debby.
